WTO and Environment in New Century Book

The recent controversy on WTO's role in achieving environmental objectives centers on the application of Article XX and thus implicitly on the weight that should be given to efficiency gains from expanding international trade, relative to health and welfare benefits from raising environmental quality; this trade off lies at the heart of the controversy.
